Hello. It is too difficult to assess if you have enough fat on your stomach or not with this photos. But as you mentioned fat transfer to hips seems like a good option for you. Your inner thigh areas looks more suitable for liposuction but I would recommend you to have a little amount of liposuction to keep the contour of the thighs.
