What is the appropriate age for a hair transplant?

What is the appropriate age for a hair transplant? Is it necessary to shave the hair prior to the transplantation procedure? My 18-year-old son has been experiencing hair shedding for the past two years. Can he undergo a hair transplant at his current age, and is it standard procedure to shave the hair before the transplantation?
